These are flap wheels where SKC panels with various widths between 25 mm and 100 mm and with various diameters are attached to a metal flange or a wooden hub with special resin.
These abrasives can be produced with different diameters and widths and they are very good at abrasive blasting and surface satining and can be used on every surface.
